To prohibit requiring the disclosure in a criminal or civil trial of details related to a "tip" reported to a non-profit "crimestoppers" organization, with certain exceptions allowed for petitions from the prosecution or defense for an "in camera" (in judge's chambers) review of the information. Also, to allow law enforcement entities to donate money received from the sale of property forfeited in drug raids to crimestoppers organizations.
