Refuse federal election system grants without bipartisan buy-in

To establish that if the federal government gives the state money for election-related purposes but imposes certain conditions on taking it, the money will only be accepted if a majority of both major party caucuses in the state House and Senate approve, rather than just a simple majority vote. This is part of a Republican election integrity package comprised of Senate Bills 273 to 311.
