Tighten open-records law response deadlines

To make “binding” the time estimates state agencies and bureaus must give for fulfilling Freedom Of Information Act (FOIA) records requests as required by law. Under current law the time frame is not “binding” on state or local agencies. Under the bill it would be binding on state agencies, which would have to turn over the requested records at no charge if the estimate is not met, but not locals.
