Establish rebuttable child custody presumption for “equal parenting time”

To mandate that when courts make “best interest of the child” decisions in custody battles between parents, they do so under a rebuttable presumption that “equal or approximately equal parenting time” is in the best interests of the child, unless “clear and convincing evidence placed on the record” indicates it is not in the child’s best interest.
