To add a definition of “transportation device” to the state vehicle code, which would be one that lets “an individual or property…be transported or drawn upon a highway, by human power or an electrical propulsion system with average power of 750 watts or 1 horsepower and a maximum speed on a paved level surface of 25 miles per hour,” including bicycles, electric bicycles and wheelchairs. The addition has the effect of applying to these devices various rules-of-the-road, liability standards and more.
