Revise child car seat rule

To base child car seat regulations on height and weight, not just age. Also, to revise a provision that allows a driver to “beat a ticket” for failing to have a child in a proper car seat by bringing evidence of having acquired one to court. Under the bill a driver would also have to present evidence of having received training in its use from a “certified child passenger safety technician.” Such a certification does not appear to exist in Michigan law, but a private organization appears to offer one at a cost.
