Expand asbestos mitigation rules, requirements, restrictions

To expand the disclosures that asbestos abatement contractors and demolition contractors must make when bidding on government contracts, and authorize withholding any payments to a contractor subject to an administrative consent order or judgment in the past year that involves violations of environmental regulations. This bill would create a segregated state account ("fund") to hold inspection fees and other payments collected from regulated businesses, and is part of a legislative package comprised of House Bills 4766 to 4771.
