Authorize probation for some serious drug sale convictions

To revise the code of criminal procedure to specifically authorize probation for large sales of cocaine and certain other narcotics that are not heroin or fentanyl. Conviction for sarge sales of heroin or fentanyl would remain ineligible for parole.
