To create a House/Senate "Joint Committee on Inter-Session Rules and Regulations," as authorized by the state constitution, "which is empowered, acting between sessions, to suspend any rule or regulation promulgated by an administrative agency subsequent to the adjournment of this regular legislative session." The suspension would apply to rules adopted by the Whitmer administration between the regular session scheduled for Monday, Dec. 21 and the first session of the next legislature, which under the constitution occurs "on the second Wednesday in January" (Jan. 13, 2021).
