Require more counties elect inspector of mines

To extend a law that requires an inspector of mines to be elected in counties with active iron, copper or other “metallic mineral” mines, so that it also applies to counties with an abandoned, closed, or idled mine; and also to revise the eligibility requirements for mining inspectors.
