Add subjective elements to criminal conviction sentencing guidelines

To revise the state sentencing guidelines used to determine prison sentences for felonies to permit more leniency based on whether, if considered appropriate by the court, a medical professional has determined the defendant has diminished capacity “that manifests as impaired judgment or lack of impulse control”.
