Add more subjective considerations to criminal conviction sentencing guidelines

To revise the state sentencing guidelines used to determine prison sentences for felonies so as to permit more leniency based on whether a defendant testifies against a co-defendant, and the prosecutor and the judge agree that the testimony was helpful.
