Expand government energy efficiency loan program

To expand to noncommercial, nonindustrial property a subsidy program authorized <a href=" https://www.michiganvotes.org/2009-HB-5640">in 2010</a> that lets local governments lend a property owner money for “energy efficiency improvements” or a “renewable energy system,” and also levy a special assessment on the property from which the loan would be repaid, with the up-front money for the program coming from government borrowing backed by the anticipated special assessment proceeds.
