2020 House Bill 5952

End most teacher quality assessments

Introduced in the House

July 22, 2020

Introduced by Rep. Sheryl Kennedy (D-48)

To repeal a requirement that the individual performance of all public school teachers be assessed each year with “evidence of student growth” the predominant factor. Instead, teachers would only be assessed every three years, except that those categorized as “needing support” would receive annual assessments under a process that would be subject to challenges, appeals and a binding arbitration mandate too. Similar changes would be made to currently required assessments on administrators. This would replace current requirements all teachers be rated each year and deemed as either highly effective, effective, minimally effective or ineffective.
