Require search warrant to track or capture mobile device communications

To require law enforcement agencies to get a search warrant before using “a surveillance device to track a mobile device or capture or collect a mobile device user's location, conversation, text message, web browser activity, or the unique identifier of a mobile device.” Intentional violations would be a misdemeanor crime.
