Authorize additional spending in FY 2019-20 state budget

To appropriate $10.743 million, and use it to increase by 15 percent the rates paid to medical service practitioners for psychiatric diagnostic procedures provided to Medicaid beneficiaries who are under the age of 21. This money was in the 2019-20 fiscal year budget approved by the legislature in late September of 2019, but was removed by one of 147 line-item vetoes executed by Gov. Gretchen Whitmer, which struck $947 million from proposed spending.
