Authorize county vehicle registration taxes

To permit counties to impose a local vehicle registration tax if voters approve, and require the money be divided between local road agencies in the county, with half the proceeds distributed on the basis of population and half on the number of lane-miles in each jurisdiction. Unlike the state vehicle registration (license plate) tax, this could not be based on the value of the vehicle, and so presumably would be a flat tax.
