Establish new legislator conflict of interest rules

To prohibit legislators from voting on a bill that would cause a substantial conflict of interest, and require them to state that fact on the record as a reason for not voting. Substantial conflict of interest means the legislator or a family member “will derive a direct pecuniary gain or suffer a direct pecuniary loss” from passage or defeat of a bill.
