Restrict police “stop and frisk”

To prohibit law enforcement officers and agencies from using “stop-and-frisk” procedures and policies. This would only be allowed if an officer has a reasonable suspicion that a person has, is or soon will be engaged in criminal activity, or is “armed and dangerous”.
