Establish utility “co-ownership” of customer use data

To establish that electric and gas utility customers “co-own” with the utility their own energy use data, and retain the right “to direct the sharing or distribution of their energy use data.” Utilities would have to send customers an annual summary of their energy used during peak, mid-peak and off-peak periods; and advise customers on which rate plan or program would result in the greatest savings for that customer. These notices would also have to be sent when rates are increased.
