Revise rules for prisoner crime victim claims

To require that if a prisoner is the victim of a crime while confined in a federal, state, or local correctional facility, he or she cannot make a claim from a state crime victims compensation fund unless the claim of being a victim is supported in an affidavit from the prosecutor of that crime. Under current law claims from prisoners are not allowed.
