Authorize court-order property rehab at owner’s expense

To allow a neighbor, any non-profit entity or a lien holder of an abandoned, blighted or unsafe structure, or a lot that is out of compliance with local ordinances, to petition a court to appoint a conservator to rehab or clean up the property, and require the owner to pay for this subject to limits and conditions specified in the bill. In some cases the conservator would also be authorized to sell the property, with the owner last in line to collect any sale proceeds after a broad range of expenses have been deducted and distributed.
