Revise procedures for allegedly improper unemployment benefits

To eliminate an exception for fraud and misstatements in a law that prohibits the state from seeking to reclaim unemployment benefits collected improperly more than three years earlier. Also, to reduce the amount that a person’s wages can be garnished for repayment of improperly collected unemployment benefits.
