Impose regulations, fees on puppy breeders

O impose detailed regulations on the care of dogs kept in “large scale commercial breeding kennels,” defined as ones where at least 15 female dogs are housed for purposes of breeding. Violations could be prosecuted as a criminal misdemeanor. Among other restrictions the bill would ban breeders from having more than 50 adult female dogs. House Bill 4760 would impose $500 annual inspection fees.
