Revise anti-theft scrap metal regulatory regime

To revise the state criminal statute on larceny to specify that any stolen scrap metal is covered by its provisions, rather than just “nonferrous” scrap metal. See also House Bills 5490 to 5492, which impose new or revised regulations on scrap metal dealers.
