Authorize new bicycle rider hand signals

To revise the vehicle turn signal law, to establish new signals for bicycle riders. Left turns would be indicated by extending the left arm, right turns by extending the right arm (instead of the left arm with forearm raised), and slowing or stopping by “extending the left hand and arm downward”.
