Authorize county 9-1-1 fee “fund raid”

To take $5 million each year in the current and next two fiscal years from telephone service charges imposed to pay for county 9-1-1 services, and use it instead to displace state general fund money in the State Police budget, thus avoiding the need to cut other state spending.
