Allow cities to do more deficit spending and borrowing

To reduce certain restrictions on cities borrowing to finance current or recent spending greater than revenues (deficit spending). A city may borrow an amount equal to 3 percent of the state equalized value of the all the property in its jurisdiction under certain circumstances.
