Limit local government emergency financial manager powers

To revise the law under which the governor can appoint an emergency financial manager for the finances of an economically failing local government, by limiting this person’s authority. Among other things the emergency manager would have to get the local government chief officer’s permission for any appropriation, contract, expenditure, or loan, or to remove heads of departments. The emergency manager would not have the authority to hire or fire employees, including department heads.
