Require real estate purchase offers be given to foreclosing bank

To require real estate firms and agents to disclose all offers to buy a property to the bank or financial institution holding a mortgage on which foreclosure proceedings have been initiated. The agent would have to get a letter of acceptance or rejection from the mortgage holder within five days and pass this on to the buyer.
