Revise CPL expirations and pistol registrations

To replace a current requirement that a person must get a license in advance from the local police or sheriff in order to purchase a pistol, with a registration process in which the seller of a pistol would submit a form naming the buyer, seller and details of the pistol to the local law enforcement agency, which would forward this to the State Police. The bill would also revise the expiration date of concealed pistol license renewals, so that the CPL would expire on the birthday of a permit holder that occurs in the fourth year after the renewal.
