To declare that sheriff departments that get state money to provide secondary road patrols to local communities may still provide the service to communities which have reduced their own law enforcement officer numbers, notwithstanding provisions in the law allowing sheriffs to reduce these services in communities that don't maintain their own "maintenance of effort" (that is, in ones that reduce the number of local police).
