To prohibit the release of the parent’s identity to the adult offspring of a parent who surrendered her parent rights under the “<a href="http://www.legislature.mi.gov/documents/1999-2000/billanalysis/House/htm/1999-HLA-5543-B.htm">safe delivery of newborns</a>” law passed in 2000 (which provided legal protections to a mother who surrendered a newborn to an emergency service provider), unless the parent has filed a statement with the state consenting to the release.
