To place before voters in the next general election a Constitutional amendment to place in the constitution the distribution formula for the money collected under the $7.50 per ton landfill tipping fee (tax) proposed by House Bill 5558, or by similar bills. Most of the money would be distributed to local governments for recycling programs.
