Give $1,000 subsidy to new car buyers

To grant a $1,000 refundable income tax credit to a person who buys a new vehicle that was made in the U.S. “Refundable” means the state writes a check for the amount of the credit over a person’s tax liability. Essentially, the bill would give $1,000 to buyers of new American-made vehicles.
