Establish procedure for waiving pollution law for “development”

To require the Michigan Strategic Fund, which oversees various statutes authorizing targeted tax breaks to particular companies selected by it or by the legislature, to determine whether an activity by a particular company that results in water pollution discharges is “necessary to support important social and economic development”.
