Establish dangerous animal owner penalties

To establish specific penalties for a person who owns an animal that he or she has reason to believe is dangerous, and which causes injury, serious injury or death to another person. The penalties range from up to 93 days in jail and a $2,000 fine for the less serious cases, to 15 years and a fine of between $5,000 and $7,500 if the animal kills someone, with higher penalties for subsequent offences.
