Revise village, city and township annexation and detachment procedures

To revise procedures for the annexation and detachment of territory between a city, village and township. The bill is part of a legislative package comprised of Senate Bills 1078 to 1083 that establish detailed rules, timetables and procedures for annexing township property to a village or city, or detaching village or city property to a township, including a referendum under certain circumstances, and separate rules for territory with less than 100 residents.
