Revise Michigan education savings fund disbursement procedures

To eliminate money orders as a means of making disbursements from a Michigan education savings fund, and authorize electronic funds transfers. These tax-advantaged savings plans are administered by the state Department of Treasury, which makes the disbursements to colleges and universities on behalf of a plan’s beneficiary (the student).
