Require temporary replacement for legislator on military duty

To place before voters in the next general election a Constitutional amendment to require the governor to appoint a temporary replacement for a senator or representative who is called to active military duty. The governor would have to appoint a person nominated by the legislator, who is of the same political party, and has been approved by the local political party organization. The absent legislator's pay would be suspended, but not his or her health benefits. The replacement legislator would get the regular legislative pay and benefits.
