Exempt biofuels fats from strict environmental law regulation

The bill would also prohibit the storage of liquid industrial waste for longer than one year, revise some regulations on generators and transporters of liquid industrial waste, and revise provisions concerning action that must be taken in the event of a discharge or spill of liquid industrial waste.
