Require a “zero-based” budgeting

To require that every other year each state budget be created as a “zero-based” budget, in which a state agency must justify all requested expenditures rather than simply justifying amounts requested in excess of the previous fiscal year's funding, and must provide a justification for each of its programs and services. The bill does not specify the degree of detail that would be required.
