To require the Secretary of State to accept a Michigan prison prisoner identification card as one of the identification documents that allow a person to get a drivers license, and give the Secretary of State access to the Department of Corrections prisoner biography database for purposes of making it easier for ex-prisoners to get a state drivers license (or ID card).

To establish that if passed the bill will go into effect on June 1, 2008, and to tie-bar the bill to House Bills 4426 to 4528, and 5568, meaning this bill cannot become law unless those ones do also. Those bills would amend various acts to ease the ability of ex-prisoners to obtain driver's licenses and state ID cards, and also would create a debit card by which former prisoners could access money left in their prisoner accounts.
