Establish new legislator conflict of interest rules

To prohibit legislators from voting on a bill that would cause a substantial conflict of interest, and require them to state that fact on the record as a reason for not voting. Also, to prohibit a legislator from chairing a legislative committee meeting if it deals with bills the legislator has a substantial conflict of interest in. Conflict of interest means the legislator has a direct or indirect financial interest in a government contract.
