Authorize Michigan Military Cross medal

To authorize a state military medal, the Michigan Military Cross, for an enlisted or reserve soldier or officer who served with distinction in any branch of the military or the Michigan National Guard during combat. The award could be given out posthumously when a soldier died in combat or due to injuries sustained during combat. The medal would be to honor those born in Michigan or who have lived there at least 10 years, and who have fought for our country in times of war or emergency.
