Revise low income heating bill subsidies

To require the Department of Human Services to create an on-line database with the names of individuals and companies willing to donate time, services, and materials to assist in weatherization and energy efficiency projects in the homes of low-income families. Also, to require the department to survey state and federal laws and programs for available funding sources for low-income energy and weatherization subsidies, and make recommendations to the governor and the legislature regarding low-income energy subsidies.
