Revise scrap tire regulations

To revise the law that authorizes state grants for scrap tire recycling programs to expand the scope of activities eligible for grants, and establish that grant recipients would have to provide a lien in favor of the State, up to the value of the cleanup grant amount and any increase in the value of the property as a result of the cleanup of the property with grant funds.
