Require sheriff permission for new police agency

To require a public body that creates a law enforcement agency to obtain the approval of the sheriff of each county in which the public body owns property. This would require approval by the Wayne County Sheriff for a private police force used by Detroit schools. Other counties already require sheriff approval of such forces.
