Lengthen "amortization" of special assessment levies

To allow a local government to increase the number of annual installments on special assessments levies from 30 to 40. Special assessments are extra levies placed on the tax bills of property located in a particular area to repay the cost of a specific improvement benefiting just that area, like a sewer line or streetlights. The bill would extend the "amortization" period for such improvements.
