Establish "How am I doing?" toll free number for reporting teen drivers

To require the Secretary of State to create a voluntary youth driver monitoring program that would allow parents who pay a fee of up to $50 to get a decal or placard to go on the vehicle driven by their teen driver (age 16 or 17) with a unique identification number, and a toll-free phone number that an observer can call to report unsafe driving by the teen.
